Hello, has Microsoft SQL Server 2014 Service Pack 2 (KB3171021) been certified for use with LF 10 ?

Yes, it's fine to apply service packs to SQL.

Would this be a general rule? For example the LF10 supported configurations kb article doesn't mention SP3 for SQL 2014:

Would there be any problem applying SP3 to SQL 2014?

Yes, that's the general rule. Service packs are not listed separately unless there is a minimum version of it that we support or if the support is different between versions.
