Prevent Template assignment but allow field modification

Is there a way to allow a group template field modification, but prevent groups from being able to assign said template?

Questions, answers, suggestions?

I have users that interact with three templates, but only need to assign one. The other two just require field updates.

Any suggestions on how I could prevent the assignment in the first place?
