Selecting the starting date & time token in the Workflow Designer yields a token of "%(Starting Date Time)" which is always blank in production.  In order to get the starting date & time, the token must be edited to "%(Starting DateTime)".  

Tested with Workflow Designer Version 10.0.0.249.
