If you don't mind it being a little heavier (like twice as heavy at least as most other tablets), the Getac F110 is far and away the most rugged one I've seen.  It's made with Gorilla Glass, and has covered ports.  If the environment is nasty, it's well worth the cost because the number of these things that fail in bad environments are four times less likely than standard tablets.
