Can LF Forms be set to email notification or text a mobile phone, depending on what was filled in on the form?

PURPOSE: Not all of the people that fill out our target form will have email, but should have a phone. Instead of an email notification from Forms, can we have forms send a text message?

One option might be to send an email to the relevant SMS gateway. You'll need to know their 10-digit number as well as their carrier though. See this page for more information.

A sample form may contain a field for the submitter to enter in their 10-digit number and a field for their carrier. It'd also be good to have a third field that will use a formula to combine the user's number and carrier SMS gateway information to build out this email address. Then in the email task, you can just use the variable for this third field.
