The installer is looking for components of Windows or .NET that should exist, but the pointers in the computer's registry are either blocked or incorrect. These errors are pernicious, as they have a whole host of potential causes.
You should only need to deactivate AV software rather than uninstall it entirely unless you're using Norton, Symantec, or McAfee.
The first and easiest thing to try is to log in with a different user account. If it works, it means that the registry for the logged in user is messed up, and the easiest fix for that is to recreate the user profile.
If that doesn't work, uninstall all the .NET components, reboot the computer, and try to install the Client again. It will try to find the .NET components, and then install them again correctly when it doesn't find them.
After that you're looking at more difficult to find and fix things like weird group policy and security settings in Active Directory or corrupted system files.
What antivirus are you running on the problem machine? If you are running an antivirus application. Temporarily uninstall it. You can put it back once the LF Admin console is running. Once un-installed, stop UAC, reboot the machine, delete the Client folder then uninstall and reinstall the LF10 Client suite.
If that does not fix the issue, run a search for the following file: MFC110U.dll. Is it present on the system?
Reboot the machine, login as a different windows user then go to Start > Run and run MMC manually then Add the LF Admin console Snap-in. Does that work?

This actually looks like a windows error rather than a laserfiche error. Can you install and run the admin console onto a different workstation successfully?
