Is it possible to install Forms 10.0 and use the existing Forms database that is currently running 10.1?

No,  It will notify you about the incompatibility and will not allow you to mount the database when going through the setup process.

Uh oh. So I guess the only way to roll back is to backup and re-configure everything.

Yes. Why you need to roll back to Forms 10.0?
