Similar to metadata in Workflow, there are some fields that I use over and over in Forms (Department - a dropdown field - for example). It would be helpful if we could create these fields that we use over and over in a field bank to be used on many different forms in different processes and not have to "re-create" them each time.

This would be an awesome idea. Maybe some sort of imported form? I know the hard part is the hard part about implementing this might be the autonumbering scheme that happens in the background with every activity you add (i.e. the #q27 you might see for a field). However if you could go to a blank form and create a control, css, javascript, and pull them in it would be great. I imagine this wouldn't work for lookups and form rules since those seem to run on the internally generated numbers. However if the import process auto configured those options to the new number the control(s) get assigned when added that could even work.
