We have an employee application that has been set to public under Access Rights. When someone outside of our network attempts to access it they are getting the error "...server not found." What do I need to do in order for the link to work for the outside public?

Do you have SSL enabled? Have you tried testing with https://?

I have tried the http:// but it didn't work. I am not sure about the SSL. Where can I check that on Forms?

Is this your first public form available on the internet? Login to your external facing Laserfiche forms server and go to the Laserfiche Forms website. Login with your admin account and then go to the form. Under publishing, it will show you what the EXTERNAL link is. If you are looking in forms on the internal server, you will only see the internal link.
