Administrative rights to use MMC

Our client is stating that they are unable to use the administration console because it utilizes the MMC. 

The user is receiving an access denied error for the MMC. The user is just a basic user. I am hoping to get a response from Laserfiche as far as what specific rights must be applied to a user's account to utilize the MMC and in effect all them to use the administration console.

Is it only for a specific user because I know you don't need to be an administrator to run the LF Administration Console. I have helped non-admin users with the application across many networks. 

They might be having a mis-configuration with their MMC altogether. A google search for "mmc access denied" shows there are several configurations which can block access for all users.

Why not use Web Admin which does not use MMC at all?

They don't have WebAdmin installed or implemented. The user already has the administration console installed on the user's machine.

I would still like to know from Laserfiche regarding the user rights that are required to use the MMC so they can use the admin console.
