Forms Assign Filter to Role That Includes Team Manager

We have a process in Forms 10.1 where the team has three roles.  The role we are having an issue with has 2 people assigned to it, one who is a team member and one who is the team manager.  

We are then assigning a task using a filter on that role but it only includes the 1 team member in the role and not the team manager.

I understand I can add an additional filter to include the manager but shouldn't filtering by role include the team manager if the team manager is a member of that role?

Ok, it appears I also had to add the Team Manager as a Team Member and now they are showing up. Below is where I have the same person now as both a Team Manager and a Team Member.

And here is where the Team Manager is now coming back in the filter but only because they are also a Team Member.

 

Seems odd that filters only work against Team Members in Roles even though you can assign Team Managers to Roles.  Seems like the javascript should just find anyone who is a member of the role no matter if they are a Team Member, Team Manager, or Team Administrator.
