Setting several different times to trigger Daily Email Notification in single workflow

Hello- we currently have a workflow that notifies the users when there are files sitting in their respective folders. However, since the time to send this notification out to the users is defined in the starting rule of the workflow, we are limited to setting only one timeline to trigger the email notifications for both. Now that we are adding a few more users to this process, I would like to know if there is a way to stagger different times to send notifications for each user within a single workflow, instead of creating a separate workflow for each user. You can have multiple starting rules for the same workflow.

Can you describe how you want your notifications staggered?

Thank you for the quick reply! So I would like the first user to receive a notification @ 11am, if there are any files sitting in his folder, then at 1pm, the second user would receive the notification if any is sitting in theirs. The third user would then receive the notification at 3pm, and finally, the last user would receive his at 5pm if any files are sitting in his folder.

There's no simple way to do cascading notifications like this. I supposed you could have a SQL table (or Excel spreadsheet) with the user names and their preferred notification time. Then the workflow could run every 2 hours, get the user names it needs to notify on the current run and check their folders for docs.
