Is it possible for an admin to assign a user type to another user? Even better, is it possible to auto assign a user type based on their AD account? Right now all I can find is that if you allow users to change their user type that's the only way to assign a user type.

Both options are currently not supported unfortunately.
1. About admin assigns user group: are you worried the users will make mistakes so you don't want users to pick themselves? And I image it will be a rather tedious work for admin to assign user types one by one if there are many users.
2. An external synchronization (like from AD account) is probably a better solution. Could you talk more about what AD account information will you user to base the user type upon? Department or AD groups or anything else?
