There is a "Set as Default" under annotations for protection but the defaults don't stick.

We are trying to set the default of when a stamp is applied to a document.  We check the 'set as default' but the next time we use the stamp it does not work.  We are trying to set the annotation settings that they are 'protected' by default.  We are using LF 8.3

Setting annotations to protected by default is a user setting, found under Options > View > General > Default annotation style:

 

The "Set as Default" option that you mentioned only applies to the properties tab it appears on, "Draw properties".

Is there an easy way to do this in the attributes for all users?
