Is there any way to allow a client using a SaaS model (through Docs-on-the-cloud) to have access to the administration console without them potentially having the ability to remove the repository of other SaaS clients on the same VM?

As long as you don't give them System Manager rights on the Laserfiche Server , they would be constrained to actions in the repository they can log into.
So without the System Manager rights, they would not be able to Unregister another clients repository?
To follow up on Miruna - having administrative roles WITHIN a repository is completetly distinct from the system manager role. However be aware that the system manager role is Server wide - so if you have it at all, you can unregister any repositories in the Server. Persumably the overall SaaS administrator would be the only one with the System Manager role and then the individual clients would just have privilages within their specific repositories.
That's correct. To quote the help file:
"These functions include activities that occur when a user is not logged into a repository: Laserfiche Server registration, repository creation, registration, and unregistration, named user management, management of Laserfiche Server properties and settings, and connection management."
