Web Access as a Website Instead of a Virtual Directory

How would I go about making it so that Web Access replaces the Default Website (wwwroot) in IIS?  That way typing "localhost" or the IP Address in the url will go directly to the Web Access login page.

It's unlikely your users will access your web server through "localhost" since Windows would resolve that to their own machines, not the web server.

You can use the IIS URL rewrite module to set up redirects. See Microsoft's documentation.
